Well for one thing, you are not allowed to travel alone anywhere until your reach 18 years of age. You need a travel companion who is over 18, as well as papers from your parents to prove that he/she is legally allowed to act as your temporary adult figure.
The only way to travel alone in a plane is to have your parents give the company a legal notice that there will be an adult picking you up straight from the airport…and there really has to be an adult there.

If you do have such a companion then yes, you can travel freely inside the European Union, but some non-EU countries will require visas or other similar papers.

European laws are different then New Zealand’s and you can get in a lot of trouble if you travel alone, while you are 16 years old.
Why would you even consider traveling to Europe alone when you are 16 years old?!
Wait for two more years and you can do whatever pleases you. Don’t complicate things unnecessarily.

I must agree with Diana. Here in Europe the laws are not so pleasant about traveling alone for the citizens under 18 years age. In my opinion too, this is not so good idea. I’ll advice you to have someone with you, for your security.
You can make documents if you’re going on a study trip, like from your school etc,, but you’ll need to have someone to take care for you (if you’re going on a visit) into the country you’re traveling to.
Maybe if you explain to us, why are you traveling so we can find a solution together, that makes the best for you.
