    Yes, they are open to anyone.
    Various sections of Buckingham Palace are visited separately, with 10-15 pounds admission for each section. If you want to see all of it you can purchase a ticket called “A Royal Day out”, it is priced as following:

    Adult £31.95
    Over 60/ Student (with valid ID) £29.25
    Under 17 £18.20
    Family (2 adults and 3 under 17s) £83.50

    Groups get a discount.

    Sure. Buckingham Palace serves as both the office and London residence of Her Majesty The Queen. It is one of the few working royal palaces remaining in the world today.

    During the summer, visitors can tour the nineteen State Rooms, which form the heart of the Palace. These magnificent rooms are decorated with some of the greatest treasures from the Royal Collection, including paintings by Rembrandt, Rubens and Canaletto.
    Summer 2012: Open 30 June – 8 July and 31 July – 7 October. 09:45-18:30 (last admission 15:45).
    Buckingham Palace will be closed 9 July – 30 July.

    I suggest you to go to see the diamonds: A Jubilee Celebration, from 30 June to 8 July and from 31 July to 7 October.
    This spectacular exhibition, alongside the summer opening of Buckingham Palace, includes an unprecedented display of a number of The Queen’s personal jewels.
