European IVRs in English? Strange problem

While in France I called the KLM airlines and I was amazed and troubled as their IVR was in only local language. No English. I had no clue what the machine was asking me to press? What kind of logic is this? Don’t you Europeans want English speaking Tourists?

Also in all trains / Airports/ Terminals all announcements are in local languages only.
Do you Europeans want a 3 day visitor to learn the whole language? Highly unfriendly…
