I am from Ukraine and Visiting Hungary for the first time by air.
I will be carrying my dog with me. Is there any restrictions / requirements for entry into Hungary with a pet?

If you are taking a pet to another country (permanently or for a visit), contact that country’s consulate or embassy for information about any requirements that you must meet. A list of consulates can be found at http://www.state.gov/s/cpr/rls/fco/
Each country establishes its own rules for entry of animals.
Some countries require a specific health certificate they have developed. Some countries require your pet to use the US-origin international health certificate APHIS FORM 7001 (“United States Interstate & International Certificate of Health Examination for Small Animals”). You must have your animal examined by a veterinarian. If the animal meets the destination country’s requirements, your veterinarian can issue the health certificate.

As of January 1, 2012, rabies titers are no longer required for entry into any EU Member State for export of pet dogs, cats and ferrets from the United States. Pet dogs, cats, and ferrets must be identified with a microchip compatible with ISO standard 11784 or 11785 or the appropriate microchip reader must be provided along with the pet. Microchip implantation must occur PRIOR to rabies vaccination. Any rabies vaccination that occurs prior to microchip implantation is not considered valid regardless of whether the animal was up-to-date on its previous rabies vaccines. In this case, the animal must be revaccinated. 21 days must have elapsed after the first (primary) vaccination after implantation of the microchip before the animal is eligible to enter the European Union. These rules are valuated in Hungary too, as member of the EU.

YOU MUST take your pet to a veterinarian to be vaccinated.
Vaccination is considered primary if either: (1) an animal was up-to-date on its rabies vaccination but vaccination occurred prior to microchip implantation, (2) vaccination was not carried out within the period of validity of a previous vaccination, or (3) the animal was vaccinated for the first time.

Regarding that Hungary is a member of the EU so you must have a health certificates for export of pets or animals.
Effective January 1, 2012, the EU has issued new health certificates for export of dogs, cats and ferrets to the European Union (EU).

With proper documentation and approval, your pet can travel to Hungary with you as well.

Before traveling to Hungary, your vet must approve the pet for travel. It must be United States Department of Agriculture-approved veterinarian (if you’re from the USA and if not Agriculture-approved in your country).
The vet must insert a microchip that meets ISO standards. This microchip will be a way to identify your dog when traveling to Hungary.The vet will place the chip under the skin to identify your pet.
Complete the paperwork needed for a pet passport. You will need a European Union 998 form. Your veterinarian should have copies of these forms.
